Definition:

The General Directorate for Legal Affairs is one of the central administrations in the Ministry of Local Government and its legal units. The unit is in charge of following up with and implementing allocated tasks and duties within the Ministry's work in accordance with the laws regulating the work of the Ministry and Palestinian local bodies in the various governorates. The General Directorate for Legal Affairs aims to provide a suitable legal environment to support local good governance and sustainable development.  In addition, this unit provides legal management and oversight to the Ministry of Works and Activities and different central departments and governorates.

 Values :

Main Objective:

To develop laws and regulations related to the work of the Ministry of Local Government and local bodies, and to promote the adoption and application of these laws.

Main Agenda:

- Revise and improve the legal systems concerning the local bodies' authorities.

-  Revise the law of local bodies in addition to its amendments so as to reflect the strategic goals of the Ministry of Local Government .

Work Tasks and Responsibilities:
The General Management for Legal Affairs, through providing counseling and legal advice for the minister, the under secretary, the units, administrations and central departments in the ministry and directorates, is in charge of the following tasks:

1.      Participating in drafting and preparing legal projects, regulations and instructions related to the ministry and local bodies.

2.      Following up on proposed amendments of laws and regulations.

3.      Investigating and expressing legal opinions on issues referred by the Ministry departments and directorates.

4.      Representing the Ministry at the Bureau of Legal Interpretation. 

5.      Representing the Ministry at any committees by commission from the minister or the undersecretary. 

6.      Coordinating with the general attorneys and courts in order to prepare the Ministry's legal opinion for any case in the courts.

7.      Conducting investigations and participating in verification committees as commissioned by the Minister or the undersecretary.

8.      Participating in organizing conventions requested by the minister or the undersecretary.

9.      Joining other departments in submitting proposals for amendments to laws and regulations relevant to the ministry and its specializations.

10.  Coordinating with other ministries and organizations on legal matters.  

Challenges:

The most significant challenges confronting the work of the General Management for Legal Affairs specifically, and the Ministry of Local Government in general, are:

-          Modifying and improving the laws and regulations inherited by the Palestinian Authority and the Ministry of Local Government throughout the past years.

-          Suspension of the works of the Palestinian Legislative Council, which obstructed the process of developing the laws that regulate the ministry's work in accordance with its strategic plan; the Ministry of Local Government has an urgent need to amend a number of laws the regulate its work for the purpose of developing them in accordance with its strategic plan.
